It is the output for printing content and can include bleed. Cut and crease information is handed over separately so that it is not accidentally printed. A preview combines both for discussion and serves a different purpose. Check which file sets your printer expects and whether their requirements for colours, fonts and bleed are met. Separating the outputs replaces neither preflight nor approval.
