A starting value is a supplied guide value that has not yet been calibrated for your workflow. User-calibrated values come from measurements on test pieces; print-shop-calibrated values come from an agreed production workflow. Repeatedly verified values require further confirmed prototypes. The level is not a blanket quality guarantee for every package. It helps you assess what evidence exists and which checks are still missing for your material and construction.
